I think you might be trying to invent something that really, really does not need inventing? And if you did the design work involved to pull off anything vaguely safe would be well beyond the scope of a GCSE project? For the record. I repaired any small voids with west systems 105 / 205 mixed with high density filler then sanded down 60/120/240/320 grit. Then scuffed up the whole foil with 320 grit. I then used a high build primer to paint. Low density filler would be better for sanding but some of my fills were...

My hydrofoil wing has a few surface imperfections from crap sanding and hitting the beach (shingle). I gather the procedure to remove these is to wet sand 400 / 600 / 1000 then rubbing compound on foil, then square off the trailing edges to 0.5 - <1.0mm but..... Moo Customs makes custom windsurf boards, think they hold some kind of speed record with Thorpey? Lot of shapers out there who'll make custom (kite) surf boards a few friends have had them made by Supernova. I'd be surprised is the likes of Adams, CG customs or Nigel Semmens wouldn't too.

Tef gel is best (opinion), Silcon grease is fine. Ptfe based should be fine too. My assumption is you're using stainless in aluminium or alloy of?
