What I tend to do.

Tape pipe insulation around edge of board and take the fins off. Sometimes take off straps if I need to pack neater.
Put big towel in bag. Put wetsuit on towel with zip underneath. Put board on wetsuit and wrap edges of towel over edges of board. Its best to make sure the board is down at the wheel end of the bag (to stop the bag sagging) if it has wheels, but you need to make sure that the shape of the wheels inside the bag is not going to damage the board, so you may need to use some packing to stop that happening.
Pack kites, stuff like kitebag, impact vest, booties on top of board. If you are OK on weight but need to keep the volume down, you could use vacuum bags. I tend to just lie on top of vacuum bags and then seal them as that's probably what I have to do on the way home. Put control bars on. Put harness on top, inside down with spreader bar tied or taped on top. Helmet I tend to take in other luggage.

Some Airlines only allow kite stuff in sports luggage, but I don't know how many actually check and enforce that. Thomas Cook has that policy.

Pads and strap and handle off board, fins in a tupperwear box as they can cause a lot of damage, screws, spare stoppers, pigtails, bladder patches etc and screwdriver also go into box. Board on bottom. Kites I roll up as tight as I can and secure with long Velcro straps, I fold mine into squares but what suits you best.

Try to get as much in.

I use my hold baggage aswell to keep the weight of my sports equipment down, on stingy airlines I have just taken a single board bag with a couple of kites crammed in and put harness, pump, bar and lines in hold baggage.

Be aware that vacuum bagging can damage the kite as the valves tear the fabric and one pump systems can be damaged, it'd rare but does happen,.
